I have upgrade ABP suite to 5.2.0.

Oh, after I renamed the file, add -s. I can run the application now.

But should you?
The libs folder is excluded from source control and
abp install-libsrecreates the files.So your renaming of the file will not last.
There is another ~~unanswered~~ issue like this here. ** I posted a fix (for me) there! **
I have the same issue (in IdentityServer not Blazor)
It happens in the IdentityServer project where I had overridden the page. Can it be that you did that also?
And I want to make it clear that I have cleaned all obj/bin both with Visual Studio and by running
delete-bin-obj-folders.bat -

Thanks! After I run the command abp install-libs on solution folder, the error has been fixed.
