I have a use case for allowing users that respond to a Forms link to not only complete the survey form, but to come back again and edit their responses. I also wish to be able to send a link to the already completed form to other users and have them edit as needed. Note, I am NOT asking about local storage support. The form response needs to be editable on a different browser or by different user on a new machine. Is this supported at all? If not, what quick tips might you provide for implementing this? I am not asking for you to spend a long time on this. Just help me check my assumptions.

The answer is yes. You can develop a function like this without a problem.
If you don't want to start from scratch, you can check the Forms module provider by ABP https://abp.io/modules/Volo.Forms
