Update Microsoft.Extensions.AI packages to the 10.3 series: set Microsoft.Extensions.AI to 10.3, Microsoft.Extensions.AI.Abstractions to 10.3.0, and Microsoft.Extensions.AI.OpenAI from the 10.2 preview to 10.3.0. This moves the OpenAI package off the preview release and aligns related AI packages to the newer stable minor version.
