Hii,
For two factor authentication, we can implement only by using email id. Is it neccessry to have verified phone number as well.

On Setting Management page Identity Management tab, disable
Allow users to confirm their phone number. Since users won't be able to verify their phone numbers, verified phone number won't be required.
