The DbMigrator app is used to add/remove EF Core migrations for the host and tenant database.
You can add new migrations and run the DbMigrator.
DbMigrator will use EF Core to apply new migrations.

Can you output some logs when context.SetEndpoint(null);? Make sure the Endpoint is null for appsettings.json request.
