I'm also having this issue today afternoon. In the morning, it was working.
Below is the error i get from old or new CLI:
ERR] There is no entity OpenIddictApplication with id = 3a095c7d-08f6-e447-6484-b4ddc659e6bb!
From ABP Studio, the error is an html document as an alert which says
"404 Page not foundThere is no entity OpenIddictApplication with id = 3a095c7d-08f6-e447-6484-b4ddc659e6bb!"
