You don't need to compile js and css. You can configure to use them directly during developmentin.

The js file is in a separate module project, the modular Web project outputs a packaged dll file. If the JS file is modified during development, the JS file in the DLL will not be changed synchronously.

I followed the instructions and enable razer page runtime compilation for RCL module. https://docs.microsoft.com/en-us/aspnet/core/mvc/views/view-compilation?view=aspnetcore-5.0&tabs=visual-studio#enable-runtime-compilation-for-a-razor-class-library-1

but the static file(js, css) cannot work.

Open F12 develop tool, I can got the appservice scirpt in ServiceProxyScript.
