ABP Commercial doesn't have a module related to arule engine system. You need to find a 3rd party rule engine library and integrate it. If you have problems while integrating the library, you found you can get help from the team. Check out https://github.com/microsoft/RulesEngine

To fix this problem, you need to install the ABP Suite again:
abp suite remove
abp suite install
